Outbound Hope Code of Conduct – Spring 2026
Revised March 14, 2025, and subject to further revisions at the discretion of Windfall Entertainment, LLC.
OVERVIEW
This Code of Conduct (“CoC”) identifies rights and responsibilities of customers paying to participate in an Outbound Hope event (“players”), rights and responsibilities of the staff of Windfall Entertainment, LLC (“Windfall”), and site requirements for behavior established by the Saginaw Valley Naval Ship Museum (“SVNSM”). The document also outlines expected responses to reports of prohibited conduct, as well as describing processes for determining remediative action, punishment, and accountability for violations of this CoC.
SITE OBLIGATIONS
Saginaw Valley Naval Ship Museum reserves the right to refuse entry to or remove from the premises, without refund, any group who does not have all hold harmless agreements properly completed; or who displays disorderly, unsafe, discourteous, or unlawful behavior at any time. Violation of ANY safety procedures will be grounds for immediate ejection from the grounds. Neither Saginaw Valley Naval Ship Museum or its staff and volunteers will be responsible for any expense of a person or group associated with ejection or voluntary departure from the grounds.
- All players must complete all SVNSM and Windfall Entertainment, LLC paperwork before they will be allowed to participate in Outbound Hope activities.
- SVNSM decisions regarding safety and the integrity of their site override Outbound Hope staff choices.
USS EDSON AND OUTBOUND HOPE PROJIBITED ITEMS
- Illegal substances, chewing gum, and tobacco are PROHIBITED as per SVNSM requirements. Smoking is allowed on the property outside of the entrance gate.
- ADA approved animals are allowed with proper documentation.
- Fireworks, firearms, pocket knives, leather-man type tools, pliers and screwdrivers are banned. Anyone caught removing or defacing property will be prosecuted.
- Smoking on board the ship in any area is prohibited. Adults may smoke on shore in designated areas away from buildings.
- “Roller Sneakers” are strictly prohibited as they are a safety hazard. Do not wear flip-flops, sandals, wedge-heels, or high heels. Safe, comfortable, closed-toed shoes are preferred.
- Air mattresses are not allowed without prior permission.
USS EDSON SAFETY REQUIREMENTS
- No running, pushing, or “horse-play” allowed on the ship.
- Do not turn, push, pull or flip any buttons, levers, or switches not clearly provided by the Outbound Hope experience. Do not open electrical control boxes or panels. Do not turn lights on or off without permission or direction as part of the Outbound Hope experience.
- Do not climb into or onto any equipment or gun mounts. Do not try to operate any equipment outside of those clearly provided by the Outbound Hope experience.
- Respect all barriers. Do not go outside authorized areas or try to open hatches (doors) that are closed and marked by event staff.
- Do not lean against lifelines.
- Do not block any passageways, ladders, or doors. Stow all gear safely out of the way.
- Exercise care getting in and out of bunks. Those assigned to an upper bunk should be mindful of pipes, valves, beams, and light fixtures in the overhead.

- All food must be consumed in the Crew’s Mess Deck or on the 01-Level. ABSOLUTELY NO FOOD OR DRINK IS ALLOWED IN THE BERTHING AREAS AT ANY TIME.
- Smoking is not permitted on the pier or ship. You must be at least 18 to smoke on museum grounds.
- Not all heads (toilets), showers, and sinks are operational. Any person caught pouring anything into or using a non-operational item will be responsible for the clean-up and/or any costs incurred to have them cleaned and repaired. Non-operational heads will be clearly marked by event staff.
- If you need to leave the grounds for any reason, please let an Outbound Hope staff member or museum volunteer know when you leave and when you are back.
- The local noise ordinance goes into effect at 10:00 PM. We ask that you keep noise to a minimum after this time.
- If you use the galley or mess deck, you must make sure the tables and serving lines are clean and the floors are swept when you are done.
OUTBOUND HOPE SAFETY AND BEHAVIOR REQUIREMENTS
- Players must demonstrably adhere to the spirit and letter of the Outbound Hope ruleset, detailed outside of this document. If it is the judgement of event staff that a player is not participating fully and in good faith, said player may be ejected from the event without recourse or refund.
- Harassment and bullying will not be tolerated; see Anti-Harassment Policy below.
- If the participants involved in the activity establish consent first, acceptable public behaviors include shaking hands, flirting, hugging, holding hands, cuddling, sitting in laps and brief kissing.
- Unacceptable behaviors include any physical touch without consent, physically looming over others, kissing for extended periods of time in public spaces, sexual grinding, public displays of nudity (including participants taking their shirts off), sexual acts on the USS Edson, discussion of explicit sexual acts outside of the context of relevant in-character conversation.
ANTI-HARASSMENT POLICY
As a private organization, Windfall Entertainment, LLC can sanction or remove attendees for any reason, and has no legal obligation to disclose those reasons. However, this policy aims to provide clear and reasonable guidelines for expected behavior at Outbound Hope events and possible consequences for violations of our CoC. Windfall reserves the right to determine which conduct violates this CoC and to take such disciplinary measures as it sees fit up to and including ejection from an ongoing event, termination of participation in online forums, and/or refusal of admittance to future events organized by Windfall, as detailed below.
- Harassment is not tolerated in any form. Everyone is entitled to a harassment-free event experience, regardless of age, body size, disability, gender identity/expression, geographic origin, physical appearance, political beliefs, race, religion, sexuality, and socioeconomic status.
- We value active, enthusiastic consent, both on the part of the people engaged in the activity and on the part of witnesses.
- Criminal harassment and stalking – as defined by the hosting state and locality – is prohibited.
- Harassment includes, but is not limited to, inappropriate physical contact, unwelcome physical or verbal sexual attention, offensive verbal comments, deliberate out-of-game intimidation, making harassing photography or recordings, body policing, including policing gender expression based on expected social norms in any bathroom, stalking or following someone including repeated and unwanted contact after a participant sets a clear boundary requesting distance, and intentionally disrupting gameplay or other events. Furthermore, discussion of present-day real-world religions or politics is never appropriate during an Outbound Hope event.
- Anyone asked to stop any unacceptable behavior is expected to comply immediately.
- A request to stop an occurring behavior means exactly that. If anyone engages in harassing behavior, the event staff may warn the offender, remove the offender from the area, or expel the offender from the event with no refund at the discretion of Windfall Entertainment, LLC.
- Windfall Staff are also required to comply with the CoC and complaints against Windfall staff will be taken seriously and be handled directly by Alex Richmond, Event Director, Outbound Hope. In the event the complaint concerns Alex Richmond, it will be handled by Jim Yelton, Event Producer.
We understand that our attendees may have disagreements or interpersonal conflicts that do not escalate to the point of harassment or abuse. Windfall will not arbitrate these sorts of conflicts. If, however, conflicts escalate to the point that they interfere with other players’ enjoyment of the event, Windfall may become involved. If conflicts escalate to the point that they threaten attendee safety, or violate our CoC, Windfall will become involved.
CODE OF CONDUCT VIOLATION INVESTIGATION PROCESS
In order to take action, staff must be informed of any incident during the event. If you feel that you are being harassed, or if you notice someone violating this CoC or SVNSM policies:
- Point out the inappropriate behavior to the persons involved if you feel comfortable doing so. Often this will solve the problem immediately.
- If you do not feel comfortable talking with the persons involved, or if talking to them does not resolve the issue, please report the situation, in person, immediately to ANY event staff member. Staff will:
- Take you immediately to an out-of-game space to discuss the issue confidentially.
- Evaluate on a case-by-case basis based upon the evidence presented, existing information about the players in question, and the judgment of Windfall.
- Consider pursuing legal action should the violation be serious enough (though most complaints will be resolved internally)
- Staff will keep any identifying details of the plaintiffs and the incident(s) in question internally confidential unless all parties consent or in the case of legal obligations such as a police investigation.
- Staff may take into account any evidence of online harassment taking place in private or public places on social media, including locations outside of Windfall’s official forums.
DISCIPLINARY ACTIONS
- Disciplinary actions are organized into three levels based upon the severity of the violation. These actions include but are not limited to:
- Monitoring the individual in question, pulling the individual aside to discuss the violation, and/or issuing verbal warnings.
- Restricting the individual’s activities at the event.
- Removing the individual from the event and, potentially, from future Windfall events or online communities. All of the following constitute grounds for expulsion from the event without refund:
- Violating any federal, state, or local laws, facility rules or event policies;
- Failure to comply with the instructions of staff or SVNSM;
- Using anything in a threatening or destructive manner against person or property outside of in-game character interactions;
- Failure to respect consent;
- Posing a safety threat to themselves, other participants, or the venue;
- Threatening, stealing from, or harassing others;
- Abusing systems of event rules;
- Disruption of the event.
Windfall Entertainment, LLC, has decided to honor all disciplinary decisions – including player bans and warnings – of Quest Adventure Gaming and Quest Productions, LLC at Windfall events.
